Become an ESA vendor in West Virginia

Sort of, West Virginia is invite-only. You request access, get invited to a webinar, then sign the provider agreement. It's order-first: a family buys your listing, then you invoice against that order. Review takes about a week, and ACH lands within a day of approval.
There's no open sign-up. You submit a request form and wait for an invite to the onboarding webinar.

The path in
The request form is a Microsoft form linked from the Hope Scholarship Provider Forms page. If this link ever moves, start there. Approval leads to an invite-only webinar, then an e-signed ESP Agreement.
- Link your bank with Plaid
The ESP Agreement includes a background-check certification and a Plaid bank link for ACH.
- Invoice against an order
A family purchases your listing first, then you generate and submit an invoice against that order. Student First reviews it within about a week.
It's order-first: you can't invoice until a family has actually purchased your listing. No order, no invoice.
